POSITION SUMMARY

The Vice President of Strategy and Advocacy is responsible for directing the development and deployment of NQF’s strategic plan and identifying associated opportunities for strategic partnerships and alliances.  This position will both bridge and unify the achievement of organizational goals by supporting cross-departmental initiatives and programs, contributing to the identification of product and services growth strategies, and the oversight of annual objective key result areas (OKRs).  The incumbent will also lead the formulation of NQF’s health policy, advocacy and regulatory strategy.  Because the success of this position is dependent upon forming and sustaining close working relationships within and outside the organization, the incumbent will need to be based in the Washington, DC, area.

 

POSITION DUTIES AND RESPONSIBILITIES

The Vice President of Strategy and Advocacy will be specifically responsible for the following:

  • Lead the development of NQF’s Strategic Plan in conjunction with the NQF Board of Directors and executive team including identifying key priorities, goals, and deployment plans; preparing and presenting progress reports; and developing and managing the annual objective key result areas (OKRs).
  • Promotes the future financial and operational viability of the enterprise by supporting the Board and executive team in developing a diversified revenue stream in fulfillment of NQF’s strategic plan.
  • Ensure the successful implementation of NQF’s strategic plan by facilitating the development and deployment of implementation plans, identifying and helping to procure needed resources, and tracking progress.
  • Serve as both a bridge and unifier in ensuring the effective communication and coordination of cross-functional program initiatives.
  • Lead the development of NQF’s advocacy, health policy, and regulatory strategy to ensure collaborative and effective relationships with federal agencies and committees of jurisdiction in Congress.
  • Leverage external relationships to facilitate implementation and adoption of NQF-endorsed measures.
  • Oversee advocacy activities including representing NQF in meetings with relevant agency leadership and staff, Congressional Members and staff.
  • Direct messaging and material for dissemination to agency leaders, congressional members and staff, NQF members, press and other key stakeholders.
  • Brief senior leadership and NQF Board Members on legislative and regulatory agenda.
  • Oversee management of the Friends of NQF, a 150 member advocacy coalition. 

 

POSITION QUALIFICATIONS

Education/Certification:

  •  Master’s degree in a relevant field such as business, finance, or public administration.

 Experience:

  • A minimum of 10 years of experience in strategic planning, business development, and project management required.
  • Experience in healthcare required.
  • Demonstrated experience in the policy and regulatory environment within which NQF operates, including knowledge of and relationships with agency (HHS, CMS, VA) and congressional representatives/committees of jurisdiction.
  • Proven track record in business development and operational planning with ability to meet goals and performance measures.
  • Ability to execute programs that depend upon the participation of other people for their successful completion.
  • Experience developing, promoting, and implementing cross-functional programs.
  • Superb written communication and presentation skills, in particular presenting to Boards and other key audiences
