The Chief Program Officer (CPO) will, with the CEO and other members of the leadership team, position the organization to sustain and expand a dynamic portfolio of programming/interventions to fulfill the organization’s mission and be responsive to the needs of our clients and members. Areas of oversight include the Community Kitchen that produces nearly 1,000 hot meals a day for the West Harlem Community, Member Services and our work with nearly 900 on-the-ground partners, as well as nutrition education, Tax, SNAP and financial empowerment work. This role is equal parts strategy, innovation, evaluation, thought leadership. The CPO will lead the Food Bank into a new phase of programmatic excellence and financial sustainability. The successful candidate is a seasoned program leader who is strategic, innovative, and has overseen high growth, and extensive scale. This executive will provide the leadership and oversight of a team of more than 30 people, and management and implementation guidance necessary to ensure that the organization has the mission focused programming, partnerships and services to meet the near- term and long-term strategic objectives.


Principal duties and responsibilities:


Leadership and Management

  • Lead and manage the programmatic operation of the organization and ensure that the expectations of funders, partners, constituents, clients, and community stakeholders are met
  • Promote and participate in fostering open-mindedness and a culture of learning – including learning and evaluation activities to guide the evolution of programmatic work – seeking to continually ask hard questions, gather independent and rigorous data and evidence about the effectiveness of the strategies and programming, and help adapt practice as needed
  • Value diversity, equity and inclusion approaches in leading a high-performance team that is client-focused and constantly striving to improve its services to internal and external partners
  • Communicate a compelling vision based on Food Bank’s mission and organizational values
  • Develop a team-based environment for staff, providing for development, collaboration and well informed decision-making; ensure that staff have a safe environment in which to thrive
  • Provide expertise and advice to staff in order to facilitate collaboration and partnerships with government officials and their associates as well as with community based organization
  • Strengthen and maintain the management and governance culture and practices of the organization
  • Build recognition of Food Bank’s expertise in all program areas and for the diverse set of emergency food providers in NYC and their clients
  • Develop an assessment protocol to determine the feasibility and sustainability of programs as well as lead to more effective and efficient service delivery
  • Represent Food Bank on relevant committees and task forces, as well as at speaking engagements, conferences, panels, trainings and media events to raise the agencies profile

Program Development

  • Oversee the planning, implementation, integration and evaluation of Food Bank’s programs; must be comfortable and strong with strategy building as well as operationalizing plans to fulfill strategy
  • Bring a creative problem-solving approach to program management while ensuring that the necessary planning in undertaking to ensure smooth program operations;
  • Establish S.M.A.R.T program goals and develop a system for tracking results against these goals;
  • Ensure that programs and services contribute to and reflect the organization’s mission and priorities, and comply with the requirements of funding agencies

Leverage quantitative and qualitative data to evaluate program effectiveness to ensure outcomes are achieved, impact and value is understood, resources are deployed in targeted high-needs communities, and return on investment and program value are optimized


Strategic Planning

  • In Partnership with the CEO and leadership team, develop a strategic planning process in support of the organization’s mission, develop and oversee implementation of short and long-term goals, and monitor progress against these goals;
  • Monitor emerging community needs, industry trends and changes in legislation, recommend appropriate changes in strategy to ensure that Food Bank’s strategic advantage and ability to serve the community are maintained


Fundraising and Development

  • In partnership with the CDO (Chief Development Officer) develop and formulate public and private sector fundraising plans to ensure funding for existing programs;
  • Develop and maintain relationships with funders, contract managers and other stakeholders as needed;
  • Oversee the fulfillment of contract requirements and contract reporting
  • Respond to government and foundation requests for proposals and applications in partnership with development and senior staff; lead planning and activities necessary for development of model program designs in response to RFPs and RFAs


Financial Management

  • Work closely with the CEO and CFO to ensure the financial viability and sustainability of the organization;
  • Develop annual program budgets and associated outcomes and measurement plans;
  • Ensure that programs are financially viable and that the approved budget is implemented
  • Lead the stewardship of all funds and resources dedicated to program work, and collaborate with programs, finance and development teams to ensure best practices in resource management, budget planning, tracking and reporting are followed;



  • 10-15 years of leadership experience in a sophisticated, complex and fast-paced environment.
  • Masters or Doctorate in Public Administration, or Public Health preferred.
  • The CPO must be creative, resourceful thinker who has the ability to create innovative solutions to mission related challenges
  • Substantial experience in a leadership position in programming in an organization
  • Experience in building networks, communities of practice, and/or cultivating ecosystems needed for intersectional program-building, both internally across departments and externally.
  • Significant program design experience including logic models, training and experience in developing and carrying out program evaluation, including tools; excited about and comfortable with research. A record of achievement as an innovator; hands-on program experience, ideally in community, poverty or the hunger arena;
  • Superb analytical skills and high comfort level with data across different dimensions, including program scenario modeling; also comfortable with ambiguity
  • Significant experience in fundraising, both public and private, knowledge of government, foundation and corporate grant-making processes;
  • Experience in soliciting, negotiating, and managing state-level and NYC government contracts
  • Ability to engage positively with food assistance member agencies; familiar with the challenges faced by those served by Food Bank for New York City and demonstrated knowledge and application of best practices in working with diverse communities
  • Visionary; able to add to strategic planning efforts, action orientated and entrepreneurial self-starter
  • Exceptional leadership presence internally and externally, management and problem-solving skills; ability to inspire and motivate others
  • Personal qualities of humility, capacity for self-reflection, and a sense of humor
  • A highly effective and skilled communicator; a good listener; actively seeks opinions of others in decision-making; consultative; able to inspire confidence and trust; cogent and polished writing, constructive yet humble speaking; and comfort with public speaking and presentation
  • Someone who can balance a creative approach with the need to develop and follow a plan;
  • The energy, fortitude and enthusiasm to lead the development of broad organizational goals and objectives
  • Bilingual a plus
