About the National Service Office

The National Service Office is the central operational engine for two evidence-based programs: Nurse-Family Partnership and Child First. In 2020, what was formally the National Service Office solely for Nurse-Family Partnership joined forces with Child First, a merger empowering two proven models to share complementary expertise, infrastructure and integrated services. The resulting unified entity works to ensure that healthcare, early childhood development, and the mental wellness of the entire family are served in proven ways to achieve tong-term positive outcomes.

 

Position Description

The Senior Manager, National Advocacy leads and manages the advocacy strategy on behalf of the organization including grasstops and grassroots advocacy campaigns that advance the National Service Office for Nurse-Family Partnership and Child First policy and funding priorities at the federal, state, and local levels. This position is an integral part of driving non-partisan communication and messaging related to Nurse-Family Partnership (NFP) and Child First public policy priorities. The Senior Manager promotes advocacy as a shared responsibility across our network and National Service Office (NSO) departments, while also overseeing the national advocacy framework to ensure consistent non-partisan messaging and translating the impact of the organization’s national public policy agenda on state and local implementing agencies and communities. This position is a match for a self-starter with ability to anticipate organization needs and respond to those needs, and a commitment to building trusting long-term relationships with individuals and organizations.

 

This position is located in Denver, CO or elsewhere in the country as agreed upon.

 

Essential Duties and Responsibilities

  • Lead and manage the national advocacy strategy framework for the NSO.
  • Oversee the development and direction for the strategic vision of advocacy related priorities, messaging, trainings, and activities for the organization.
  • Oversee and manage all advocacy related events on behalf of the organization including (but not limited to) annual national policy initiative campaigns, NFP National Site Visit Week, Parent Ambassador national advocacy day, and Better Worlds advocate recognition events.
  • Ensure consistent non-partisan messaging nationally regarding public policy priorities including the translation of implications of policy changes or funding trends for states and local entities.
  • Oversee the content of non-partisan political social media outreach, digital media, and advocacy campaigns with support from the External Affairs department.
  • Provide strategic and tactical input for prioritization of relationships with key elected officials.
  • Oversee the development of advocacy resources and collateral materials used by NSO staff, implementing agencies, and community supporters.
  • Advise and manage the State Government Affairs Team on the execution of key advocacy campaigns, messaging, and resources to achieve state-specific advocacy goals.
  • Provide strategic counsel to support site visits, district/state office meetings, and local communications for elected officials and/or their staff.
  • Manage contracts, and direct engagement, deliverables and accountability of advocacy consultants.
  • Assist with other duties and projects as assigned.

Knowledge, Skills & Experience

  • Bachelor’s degree required. Master’s degree in public policy or administration, public health, social policy, or business administration preferred.
  • Minimum 5 years’ experience managing advocacy activities for a national organization or non-profit, working with elected officials, and the development and management of grassroots campaigns.
  • Minimum 5 years’ experience in people management.
  • Minimum 2 years’ experience tracking and reporting on advocacy efforts and managing advocacy and relationship software, databases and email services (ie. VoterVoice, RAP Index, Pardot, Canva, Salesforce, etc.)
  • Minimum 3 years’ experience with federal and state policy and legislative processes including appropriations and budget processes.
  • Ability to effectively lead and prioritize job requirements while working cross functionally and in tandem with other staff within Policy & Government Affairs.
  • Exceptional written, verbal, and public speaking communication skills; demonstrated ability of strategy development and execution and prioritization of work.
  • Demonstrated success in building community collaborations, engaging in advocacy activities, content development, media engagement, and working with federal and state policy makers and their staffs. 
  • Extremely motivated individual with the ability to take initiative and remain non-partisan, and work as a team player; understands local implementing agency partnerships and the third-party community of associations, think tanks, foundations, and others involved in advocacy directly or indirectly. 
  • Demonstrated high standards of ethics and integrity.
  • Ability to create and communicate tactical objectives and action plans.
  • Proficiency in Microsoft Office, Salesforce, and grassroots advocacy software.
  • Experience with maternal and child health policy, anti-poverty initiatives, or early childhood a plus.

 

Supervisory Responsibilities

This position reports to Director, State Government Affairs and has 1 direct report.

 

Salary

  • Salary is determined based on experience and skill set. Geographical adjustments will be considered.
  • Range: $70,000 - $90,000/year
