JOB SUMMARY

The Project Manager (PM) provides expertise in project management for the Human Resources and Talent Management (HRTM) team. The PM provides strategic and critical thinking in project design, refinements, and in the day-to-day monitoring and management of the projects within HRTM. The work of the PM includes developing the infrastructure (e.g., tools, processes, and practices) for managing projects, monitoring project schedules and budgets, addressing resource needs, mitigating project risks, delegating tasks, and ensuring that project team members are carrying out their tasks efficiently while upholding First 5 LA’s organizational values.

The successful candidate will have experience working in Human Resources and providing project management and coordination support for complex projects at organization-wide level.   The successful candidate will also demonstrate systems thinking, change management, communication, and people management skills. The individual will possess a high level of emotional intelligence to cultivate and maintain trusting relationships with both internal and external stakeholders and partners.

ESSENTIAL DUTIES & RESPONSIBILITIES

Essential Duties:  

Project Planning and Management

  • Contributes to the design and implementation of organization-wide projects in human resources and talent development
  • Works in collaboration with the Operational Excellence Manager to ensure consistency and best practices in project management are integrated across the organization
  • Facilitates HRTM cross-functional workgroups, as appropriate, and the procurement and management of contracts with consultants as needed
  • Plans for efficient use of human and fiscal resources to enable the success of projects; assesses resource capacity, capabilities, and availability of critical stakeholders
  • Sets deadlines, prioritizes tasks, and assigns team members to various deliverables
  • Mobilizes resources in real-time in response to rapidly changing contexts
  • Provides reports and project status to project teams per established processes
  • Uses learnings from discussions and interactions with colleagues across the organization to advise on project adjustments
  • Presents to First 5 LA Board and other stakeholders, as requested, to communicate progress and provide opportunities for engagement on the various aspects of the work

Project Management Infrastructure

  • Develops, implements and adapts project management processes, practices and tools to facilitate consultation and technical assistance functions for HRTM
  • Develops and coordinates business processes and workflows within and between HRTM and other teams as needed
  • Maintains a depository of learned lessons, templates, tools, and best practices from previous successful projects

Alignment and Integration

  • Identifies and coordinates opportunities for integration across projects to strengthen outcomes
  • Captures, analyzes, synthesizes, and shares data and insights from teams across the organization to inform HRTM’s work
  • Represents HRTM on organization-wide work groups
  • Keeps abreast of relevant and emerging best practices in project management

Contract Management and Operations

  • Serves as the point person for procurement and is the contract manager for hired consultants, contractors and/or vendors for HRTM
  • Contributes to the preparation of the budget and long-term financial plan for HRTM and assists the Director of Human Resources and Talent Management in the management of resources in accordance with First 5 LA policies and procedures
  • Represents First 5 LA on relevant external committees, work groups, and at conferences/meetings
  • Actively seeks to build own professional skills and competencies to fulfill essential duties and responsibilities and improve performance
  • Adheres to all First 5 LA policies and procedures, ensures behaviors align accordingly, and contributes to learning that supports improvements
  • Keeps apprised of all laws, regulations, statutes, rules and policies affecting First 5 LA and ensures compliance

Experience:

  • 5+ years of experience in providing project management support in a workplace or community setting
  • 2 + years of experience in Human Resources preferred
  • Significant experience working in collaboration with colleagues and external partners with diverse racial and ethnic backgrounds, political and religious views, cultural backgrounds, lifestyles, and sexual orientation with demonstrated experience of treating everyone with respect and dignity

Education:

  • Bachelor’s Degree from an accredited college or university preferred
  • Project Management Professional (PMP) is a plus

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Ability to use virtual engagement formats (e.g., Microsoft Teams, Zoom, Sli-do, etc.)
  • Ability to use widely supported internet browsers

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Valid automobile liability insurance

Travel Requirements:

  • This position will be remote during the calendar year 2021. When staff return to on-site work, this position requires travel locally, statewide and nationally as needed
