MISSION OF NATIONAL SKILLS COALITION
National Skills Coalition is a
broad-based coalition working toward a vision of an America that
grows its economy by investing in its people, so that every worker
and every industry has the skills to compete and prosper. We engage
in organizing, advocacy and communications to advance state and
federal policies that support these goals – polices that are based
on the on-the-ground expertise of our members and allies.
POSITION SUMMARY
The BLU Manager reports to the
Business Leaders United (BLU) Director and serves as a member of
NSC's growing Business Leaders United
team. Develop, implement, and support organizing
strategies to grow and promote the coalition’s Business
Leaders United initiative, which is a national network of
businesses and business membership
organizations promoting public investments in skills training
and workforce development programs that strengthen the
workforce and economy. Plan and implement
strategies that engage existing and potential
BLU members from targeted states
and legislative districts to inform and advance NSC’s
state and federal policy priorities. Collaborate
with other NSC staff to bring the business
perspective and voice to state and federal policy
campaigns.
DUTIES AND
RESPONSIBILITIES
Network Development
and Maintenance
Recruitment and engagement: Develop and lead the
implementation of strategies to recruit new business leader
members for the BLU network and engage current
members.
State Affiliate Network: Support the growth
of existing BLU state affiliates by providing
organizing, outreach, and advocacy technical assistance
to BLU state leads and develop relationships with potential
affiliates in new states.
National Partnerships: Collaborate with BLU
Director to increase the number of national business
associations advocating for BLU/NSC policy positions.
Network Measurement and Evaluation: Use NSC’s contact database
to consistently track and assess BLU’s network growth and progress
in meeting engagement metrics.
Policy
Development: Work with NSC staff to engage BLU
members and partners in developing and/or vetting state and
federal policy proposals as needed.
Translation: Educate business
leaders on NSC’s policy issues
through meetings, presentations, and other outreach
activities
Advocacy
Federal Campaigns: Support BLU
member mobilization on federal policy
issues in coordination with other BLU staff
and government affairs.
State Campaigns: Foster alignment between NSC’s two
affiliate networks, BLU and support BLU affiliates
to achieve their policy goals. Increase engagement of BLU business
leaders in NSC-assisted state policy campaigns.
Fly-Ins and other events: Manage outreach and
logistics for fly-ins based
in Washington DC and the states, and other related
events.

QUALIFICATIONS: To perform
this job successfully, an individual must be able to perform each

Education &
Experience:
Minimum of 3 years relevant experience
Knowledge of business association landscape and
players
Knowledge of postsecondary and workforce development policy and
policymaking
Knowledge of postsecondary and workforce development field,
practitioners
Written communication (ability to effectively communicate to
target audiences)
Public speaking (ability to effectively engage and communicate
with target audiences)
Strong interpersonal, collaborative skills
Proactive, problem solving orientation
Ability to manage tasks and projects and
meet deadlines
Attention to detail
Effectively uses technology to communicate/collaborate with
colleagues and manage work
COMPENSATION: Salary range
for this position is $60,000-$85,000; salary depends on relevant
experience and new staff rarely start at the top of the range.
