DEFINITION:
Under the direction of the Executive Director of Foundation, Marketing and Community Relations, the Director of Communications, Marketing, and Public Relations plans, develops, and implements communications, marketing, and public relations activities for the College including but not limited to; the development and implementation of an annual communications plan, institutional marketing, and public relations campaigns; serves as the College's Public Information Officer (PIO); develops and implements internal and external communications, marketing, and public relations strategies; writes and issues press releases; distributes narratives and stories relating to College activities and achievements; direct and conduct community engagement activities and events; develops measures to quantify communications, marketing, and public relations effectiveness; supervises and evaluates the performance of assigned personnel; serves as the department's budget manager.

Essential Duties: DUTY STATEMENTS:
1. Serves as the Public Information Officer (PIO) to represent the College to the community at large by developing and sustaining positive relationships with the media, elected officials, key stakeholders, local, state, and federal government, education, and corporate partners;
2. Maintain a thorough understanding of current laws and pending legislation in matters pertaining to communications, marketing, public relations and other issues that affect the College;
3. Respond to and manage the communication of all public records requests;
4. Plans, develops, and implements an annual communications plan, marketing plan, and public relations campaigns for the College;
5. Coordinates all media relations to safeguard accurate and timely coverage of College news and events using a variety of sources to include social media, newspaper, radio, and television;
6. Serves as the designated liaison to the media, which may include sharing newsworthy stories to gain coverage for the College in order to increase public awareness and affinity for the College;
7. Oversees the College’s internal and external marketing and communications including writing content for the College website, social media, marketing campaigns, and all other digital and print communications;
8. Provides support to the President/Superintendent and other members of the College as assigned on current and potential public relations, community relations, and communication issues;
9. Prepares and reviews speeches for the Superintendent/President, members of the Board of Trustees, and the Ohlone College Foundation to present before the College or local, state, and national public and private sector organizations;
10. Represents the College as the lead media spokesperson, acting on behalf of the Superintendent/President when appropriate;
11. Writes and edits press releases, articles, announcements, presentations, profiles and stories highlighting College activities and achievements to local/national media outlets, publications and professional associations;
12. Reviews external communication publications for conformity to design and communication guidelines; elicits support from faculty, staff, and administrators for related information and public relations opportunities;
13. Research and track data relating to marketing efforts, website responses, media contacts, social media responses and other potential metrics and develop measures to quantify communications, marketing, and public relations effectiveness to quantify growth patterns and identify effective practices and areas for improvement;
14. Works collaboratively with the Ohlone College Foundation to develop a communication and engagement plan to engage donors, alumni, local businesses, former employees and other key stakeholders within the community;
15. Establishes, nurtures, and maintains positive internal and external relationships with staff, former employees, alumni, community members, businesses, elected officials, and community-based organizations;
16. Create videos, commercials and other marketing materials for digital ad campaigns, flyer, emails to internal and external stakeholders and radio to promote the College;
17. Strategically plan, manage, and direct Ohlone College marketing and public relations activities to increase student (traditional and non-traditional) enrollments.
18. Works with the Executive Director to develop and prepare the annual preliminary budget for the department and analyzes and reviews budgetary and financial data related to the area;
19. Coordinates and implements a variety of community engagement and public relations-related events including groundbreakings, open houses, campus tours, and press conferences. Works closely with the Ohlone College Foundation to publicize capital campaigns, bond and funding measures, and other major fundraising initiatives;
20. Promotes and oversees college employees’ participation in community and College events;
21. Anticipates and corrects problems to protect the College brand in written material, content and other venues promoting the College;
22. Communicates information to the public and College staff, faculty, students, personnel and administrators regarding pertinent construction activities and emergency situations affecting the campus;
23. Communicates with Campus Safety or appropriate administrator to identify locations, times and duration of activities including coordinating the placement and development of appropriate signage and messaging affecting paths of travel and major changes;
24. Supervises and evaluates the performance of assigned staff; interviews and selects employees and recommends transfers, reassignment, termination and disciplinary actions;
25. Plans, organizes, and implements long and short-term programs and activities to develop assigned programs and services;
26. Directs the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to personnel and assigned activities;
27. Maintains a thorough understanding of current laws and pending legislation in matters pertaining to communications, marketing, public relations and other issues that affect the College;
28. Attends and conducts a variety of meetings as assigned, including the Board of Trustees, Citizens Bond Oversight Committee (CBOC), Emergency Response Team, Facilities Committee and other assigned meetings;
29. Demonstrate cultural sensitivity while engaging with a diverse academic, socioeconomic, cultural and ethnic backgrounds of faculty, staff and students with physical and learning disabilities;
30. Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
31. Perform other related duties as assigned.


Knowledge, Skills, and Abilities: KNOWLEDGE OF:
1. Current principles and practices of communications, marketing, and public relations;
2. Planning, organization, and direction of a public relations department;
3. Media relations and organizational communication strategies with a deep understanding of print, television, radio, and social media outlets;

Education and Experience: MINIMUM QUALIFICATIONS:
Any combination equivalent to a bachelor’s degree in communications, marketing, public relations or related field and five years increasingly responsible public relations, communications, sales, branding, or marketing and community development experience.
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, and employees as these factors relate to the need for equity-minded practices.

Preferred Qualifications: OTHER REQUIREMENTS:
• Valid California Class C Driver’s License
