Position has overall responsibility for leading and managing residential and community based services and programming delivered by Carolina Youth Development Center (CYDC), including, but not limited to:  the design, implementation and operations of residential and community based services and programming; risk management, quality assurance and program evaluation; staff management, supervision and development; programmatic budget and contract management; grant writing and reporting and serving as the primary organizational liaison around program matters.


The Senior Director of Child and Family Services must be an inspiring and results-oriented leader with strong analytic and management skills and the breadth and depth of experience to oversee effective day-to-day operations that meet the needs of CYDC’s youth and families.  The Senior Director of Child and Family Services must be committed to optimizing the sustainability and effectiveness of existing programs and services, deepening staff and organizational capacity to create results, using data as a critical tool to inform learning, reflective practice, program performance, and producing outcomes.  The Senior Director of Child and Family Services will also identify, assess, and evaluate opportunities to expand current services or programs and/or implement new services or programs.


The Senior Director of Child and Family Services reports to the COO and serves on the senior management team, playing an important role in shaping and implementing the organization’s strategic agenda and priorities. The Senior Director of Child and Family Services provides leadership, coaching, training and supervision for the following: Directors of Residential and Community Based Prevention Services, Residential Enrichment and Volunteer Service Coordinator, and the Director of Quality Improvement and performs other job duties as assigned by the COO. 


Job Responsibilities:


  1. Program Design, Implementation and Operations:


Responsible for leadership and oversight of all aspects of program development, implementation and management to meet quality, outcome and efficiency standards and to adhere to best practices in the sector.


  • Continuously assesses needs and opportunities and makes recommendations around program development, expansion and sustainability to the senior management team and the CEO consistent with the strategic priorities of CYDC
  • Designs and refines programs and services to maximize CYDC’s capacity to produce positive outcomes and expand its reach and impact
  • Establishes standards and protocols for program operations, implementation and accountability that reflect the values and mission of CYDC, as well as program specific outcomes and communicates these clearly and consistently for staff
  • Provides leadership and oversight to ensure the timely and accurate preparation and dissemination of program reports as needed for internal, Board and external purposes, including contract, grant and accreditation reports, among others
  • Serves as the organization’s primary contact and spokesperson around program matters and engages with external partners to leverage opportunities for expanding CYDC programs and services


  1. Risk Management, Quality Assurance and Program Evaluation:


Responsible for leadership and oversight to ensure that all CYDC programs and services meet the highest quality of professional standards and operate in compliance with all external regulatory, funding and/or accrediting entities.


  • Directs and supports the Director of Quality Improvement and Evaluation to conduct routine program audits to ensure that services are delivered in compliance with internal and external standards and in alignment with program goals and outcomes to minimize liability and/or negative brand image for the organization
  • Provides direction for the Director of Quality Improvement and Evaluation to design effective program evaluation strategies and to support the timely and accurate collection and tracking of program data
  • Integrates the use of data into routine staff management and program review meetings to inform program development and modification and to improve staff productivity and performance
  • Supports the Director of Quality Improvement and Evaluation to provide leadership, training and oversight to ensure awareness and compliance with external requirements, including but not limited to those imposed by funding sources, federal and state regulations
  • Works in partnership with the COO and the VP of Development to ensure that all reports, including programmatic, funding and financial reports related to programs are prepared and submitted in a timely and accurate manner
  • Works with the COO to ensure that all programs operate in compliance with funding and accounting requirements, maximize revenue recovery for the organization and operate in a cost effective manner
  • Ensures that staff have and maintain appropriate licensure and certifications aligned with practice and professional requirements


  1. Staff Management and Development:


Responsible for providing leadership, supervision, professional development and evaluation of program staff to promote professional, efficient, quality, customer service operations and to build a leadership bench strength for the organization.


  • Identifies staffing needs and makes recommendations to ensure that all programs operate efficiently with qualified, well trained and professional staff
  • Promotes communication and information sharing among staff, including fostering staff input to inform program improvement and operations
  • Provides leadership for program staff to ensure efficient and effective operations across program sites, responsive to the needs of youth and consistent with the values and standards of CYDC
  • Works with the COO to design and implement a systematic approach to performance evaluation and management to promote staff productivity and performance


  1. Budget and Contract Management and Reporting:


Responsible for ensuring that all programs and services are fully funded, operate in an efficient manner and comply with all reporting and funding requirements.


  • Develops, manages and reports on program budgets, including working with the COO to review and act upon regular financial and P&L reports
  • Keeps the CEO and the COO fully informed of potential program budget shortfalls and/or revenue recovery issues
  • Continuously assesses strategies and approaches to maximize operational efficiency around core program services
  • Identifies and recommends options for cost reduction that are consistent with the strategic priorities, programs and operating principles of CYDC.



  1. Program Specific Fundraising and External Relations:


Responsible for ensuring that program operations are fully funded and for working in partnership with the VP of Development to identify, pursue and generate funds to support program operations, including but not limited to contract, fee for service and foundation revenue.


  • Works in close partnership with the VP of Development to identify and secure funding, including foundation grants, as well as contract and fee for service avenues to support the programs  of CYDC
  • Serves as a primary liaison externally around CYDC programs and participates in forums, consortia, coalitions and panels for the purpose of generating revenue and exposure for CYDC and its programs
  • Works closely with the VP of Development to prepare and disseminate timely and accurate reports on all funded programs and in compliance with external and partner requirements


  1. Training:


Works with the CEO, COO, HR Director, and the Director of Quality Improvement and Evaluation to design and implement effective staff orientation, professional development and training programs and to promote staff retention and performance


  • Participates in internal meetings and minimally obtains required training such as CPR, First Aid, Non-violent Crisis Intervention, Blood-borne Pathogens, Orientation, and other mandatory training, as directed by HR.
  • Actively seeks out training that builds skills in the assessment and service of the client population.
  • Coordinate trainings as assigned, conduct routine observations to evaluate training effectiveness, identify staff trainings needed to correct deficiencies, and collaborate with the Human Resources Director to ensure all staff members are in compliance with training requirements.
  • Monitors and evaluates professional development and training activities and uses the data for program improvement and accountability.





The successful candidate must believe in the core values of CYDC, be driven by the mission and a commitment to quality, performance and outcomes.


  • Independent Licensure as an LPC, LMFT, or LISW-CP.
  • Graduate Degree in the Health and Human Services Field
  • Demonstrated management experience and successful track record as a leader with positive results
  • Strong relationship builder and communicator with experience leading diverse work teams, developing organization-wide strategy for program excellence and engaging community partners
  • Demonstrates integrity, strives for excellence in work, and has experience leading others to new levels of effectiveness and programmatic impact.
  • Experience in financial management and fundraising
  • Committed to becoming data driven and using data to inform practice and performance
  • Excellent organizational, communication and interpersonal skills.
