The Director of Quality Improvement (Dir QI) will support the CYDC leadership team in developing and implementing a continuous quality improvement process, ensuring they have the tools, resources, systems, and support needed to deliver impactful programming that will improve outcomes and opportunities for children and families across the Lowcountry. Day to day responsibilities include, but not limited to:  the design, implementation, data collection and evaluation of CYDC’s theory of change and continuum of care (residential and community based programs), oversight of the implementation of programs and systems of care to ensure fidelity to the model and compliance to the contract/funder, quality assurance, develop and evaluation of outcomes/outputs and recommend adjustments to maximize CYDC’s positive impact on children and families served.


The Dir QI will support Strategic and Annual Planning efforts and staff the Strategic Planning Committee of the Board of Directors. The Dir QI will lead an annual review of CYDC’s policies and procedures to keep them current and will work closely with CYDC’s CEO and leadership team to research best practices in child welfare, then identify, assess, and evaluate opportunities to expand current services or programs and/or implement new services or programs that enhance CYDC’s service array.


The Dir QI must be committed to optimizing the sustainability and effectiveness of existing programs and services, working closely with the CYDC leadership team to deepen staff and organizational capacity to deliver quality services, using data as a critical tool to inform learning, reflective practice, program performance, and producing positive outcomes for children and families. 


The Dir QI will report directly to the Chief Executive Officer and serve on the senior management team to collaboratively set and promote the culture, vision and mission of the CYDC, achieve annual and strategic plan goals, and advocate for children and family rights. 




  1. Program Design, Implementation and Evaluation:                                 25% time


Responsible for the design, implementation and evaluation of CYDC’s Theory of Change and Continuum of Care. Works closely with CYDC’s leadership team to enhance quality and meet outcome and efficiency standards and to adhere to best practices in the sector.


  • Implement, evaluate and update CYDC’s comprehensive Theory of Change to maximize effectiveness of CYDC’s programs and continuum of care; ensures team involvement in the implementation of the model and active improvement of quality of care.
  • Implement effective program compliance protocols and standards, define program structure and evaluation strategies where needed, ensure outcome measures and data collection processes are in place for each program and support the timely and accurate collection and tracking of program data.
  • Support quality improvement, data collection, and evaluation of program outcomes. Monitor and review program operations and assist Program Directors with routine program audits to ensure that services are delivered in compliance with internal and external standards and with fidelity to the model.  
  • Make recommendations to adjust programs and services to maximize CYDC’s capacity to produce strong outcomes for youth and expand its reach and impact.
  • Continuously assess needs, opportunities and industry best practices; make recommendations around program development, expansion and sustainability to the senior management team and CEO in alignment with the strategic priorities of CYDC
  • Assist with the timely and accurate preparation and dissemination of program reports as needed for internal, Board, advisory council and external purposes, including contract, grant and accreditation reports, among others



  • Risk Management, Quality Assurance and Compliance                 25% of time

    Assist leadership team and program directors in ensuring that CYDC programs and services meet the highest quality of professional standards and operate in compliance with all external regulatory, funding and/or accrediting entities.


    • Update policies and procedures to ensure safe and effective business and program operations; clearly and consistently communicates expectations and protocols to leadership team.
    • Prepare and present monthly analysis of data to department and program directors, leadership team and Strategic Planning Committee. Provide annual and multi-year analysis at the Annual Meeting of the CYDC Board.
    • Integrate the use of data driven decision making into leadership team meetings, staff trainings and program reviews to inform program development and modification and improve staff productivity and performance
    • Provide training and coaching to ensure awareness and compliance with external requirements, including but not limited to those required by funding sources, accrediting agencies, federal and state regulations
    • Ensure that staff maintain appropriate training, licensure and certifications aligned with best practices and professional requirements
    • Lead process to ensure accreditation is achieved, licenses are maintained and agency is in compliance with contracts
    • Design Quality Assurance tools (i.e. annual surveys), then administer and evaluate results to assess staff, client and parent satisfaction, board engagement and effectiveness of services
    • Staff CYDC’s internal Quality Assurance committee.
    • Facilitate review of Annual Gauge to identify organizational strengths and weaknesses and present results to the CEO and the Board.
    • Work closely with CEO, leadership team and Strategic Planning Committee to identify risks and strategies to mitigate risks through development of policies, controls, processes and/or procedures
    1. Strategic and Annual Planning                                                                                     25% time


    Facilitate and coordinate strategic and annual planning process in collaboration with CEO.

    • Staff the Strategic Planning committee of CYDC’s Board of Directors.
    • Research and monitor emerging issues and key strategic topics.
    • In collaboration with the CEO, organize and manage quarterly leadership planning sessions and bi-monthly meetings of the Board of Director’s Strategic Planning Committee.
    • Provide technical and strategic expertise and oversight to strategic and annual planning efforts across the organization.
    • Evaluate current and future business needs and provide direction to anticipate impact to CYDC, then work with CEO and Strategic Planning Committee to align processes and standards with current and emerging customer needs, market trends, business, technology, security and compliance requirements
    • Direct, communicate and implement effective processes and procedures that support short, mid and long-term objectives operating within a 3-5 year timeframe.
    • Work with leadership team to facilitate the creation of organization, department and individual metrics to assist organization in measuring performance; ensure development of metrics that align with achievement of short, mid and long term strategies to meet business expectations.
    • Monitor and report metrics/milestones to evaluate progress toward short, mid and long term objectives. Recommend adjustments as needed.


    1. Budget and Contract Management and Reporting:                                                20% time


    Assist CEO and Chief Operating Officer with budgeting, contract management and reporting to ensure that programs and services are fully funded, operate in an efficient manner and comply with all reporting and funding requirements.


    • Work with Chief Operating Officer and VP of Development to develop, manage and report on program budgets, including working with the Chief Operating Officer to review and act upon regular financial and P&L reports
    • Support preparation of program budget(s) and forecast(s) based on operational requirements.
    • Inform the Chief Operating Officer and/or the CEO of potential program budget shortfalls, revenue recovery issues, emergency expenses, and unanticipated or unbudgeted needs
    • Continuously assess strategies and approaches to maximize operational efficiency around core program services
    • Research, identify and recommend options to streamline costs, expand revenues and maximize resources that are consistent with the strategic priorities, programs and operating principles of CYDC
    • Work with CEO to identify and analyze costs/benefits of new program and service opportunities to support decision making and meet short and long term objectives
    • Teamwork, Quality Improvement, and Cultural Sensitivity:


    1. Training, Ongoing Professional Development and Teamwork                            5% time

    Participates in internal meetings, required trainings and other committees as needed. Actively seeks out opportunities to build skills and support the professional development of coworkers and colleagues. Promotes the spirit of teamwork and assists with special events and activities, crisis management and problem solving as needed. The Dir of QI will accept cultural and individual differences, uphold the vision and mission of the agency and serve as an active participant in all agency initiatives to achieve organization goals.

    Education and Specific Training:  Bachelor’s degree required; Graduate Degree in related field preferred.


    Experience:  At least 3 years.


    Responsibility Level:  Acts independently or as a leader to uncover and resolve problems associated with the development and implementation of residential service delivery and program operations.


    Supervisory Responsibility:  This is a supervisory position that provides guidance, feedback and direction to CYDC team members.
