Job Description

Business Title: Family Enrichment Center (FEC) Director

Proposed Salary Range: $84,468.00 - $100,501.00 (Annual)

The Office of Community Engagement & Partnerships (OCEP), within ACS’ Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community’s awareness of ACS’ programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS’ contract agencies; 3) Organize and convene the community through ACS’ 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.

In 2021, the City of New York began a citywide expansion of the Family Enrichment Centers (FEC). Building on the success of the first three FECs located in East New York, Brooklyn, and Highbridge and Hunts Point, Bronx, over the next four fiscal years, the New York City Administration for Children’s Services (ACS) will launch 27 additional FECs, including at least nine additional FECs in fiscal year 2022. This expansion reflects the Mayor’s commitment to addressing racial equity and inclusion in the communities that have suffered disproportionately during the COVID-19 pandemic, and ACS’s commitment to investing in primary prevention services in those communities that have long experienced disproportionately high levels of reporting to the Statewide Central Register of Child Abuse and Maltreatment. Seventy-five (75%) percent of reports of child abuse and neglect citywide are from neighborhoods identified by the Mayor's Task Force on Racial Inclusion and Equity and eighty (80%) of annual foster care placement are also from these neighborhoods. Therefore, it is critical to the City’s recovery that the most vulnerable families and children are given supports to thrive in the post-COVID world.

To assist with the FEC expansion effort, OCEP is looking for five (5) FEC Program Managers who will support the program implementation and contract management functions of the FEC Program. They will build upon the existing infrastructure to support an innovative, data-driven, community-driven primary prevention program, rooted in community strength and resiliency and will also be responsible for the following:

Program Development

  • With support from other members of the senior leadership team, translate the program model to the FEC leadership in the form of technical support and guidance
  • Represent ACS at conferences related to child and family well-being and community-based, primary prevention
  • Support program implementation, ensuring that operational and fiscal policies complement program development
  • Partner with the Director of Learning and Knowledge Management to inform the roll-out of curricula and build a strong programmatic infrastructure
  • Conduct field visits (in-person or virtual) on a regular basis and be eager to meaningfully engage with and build cross-systems connections in communities over-represented within the child welfare system
  • Work closely with direct reports and other team members to ensure model fidelity and create a culture of peer-to-peer learning on all staffing levels
  • Prepare regular progress reports and share updates with Executive Director

Contract and Fiscal Oversight

  • Establish regular communication processes and timeframes, both internally and externally
  • With support from other members of the senior leadership team, manage operational and fiscal functions to ensure program accountability
  • Develop site selection standards and community co-design protocols are established to ensure that the FEC program vision is maintained
  • Monitor and approve contract updates, budget modifications and spending trends
  • Develop criteria and a system for processing and tracking provider requests, related to spending and contract amendments

Executive Thought Partner and Collaborator

  • Serve as a key contributing member of the FEC management team, contributing to the execution of the program’s organizational strategy and goals
  • Build consensus, inspire ongoing support and participation with internal peers and external stakeholders
  • Foster strategic, cross-functional collaborations with key ACS Divisional managers within OCEP and across the agency

 

Experience, Skills & Education

Preferred Skills

  • Deep and proven commitment to strength-based solutions and community-building within communities of color
  • Servant leader with strength in coaching, developing and leading high-performing teams
  • Coaching, developing and empowering teams in a public or not-for profit sector setting
  • Background in community building models, e.g. community organizing, advocacy or other grassroots work
  • Experience developing clear work flow processes and performance measures
  • Proven background in program design, implementation, contract management and quality assurance/improvement
  • Working knowledge of ACS’ contracting, fiscal and procurement processes
  • Proven background in not-for-profit or public sector program design and implementation and working with providers/contractors
  • Strong project management and communication (verbal and written) skills
  • 5-7 years’ experience leading budgeting, fiscal, program design and contract management functions
  • Master’s degree in Public Policy/Administration, Finance, Social Work, Community Development, or other related field of study
  • Microsoft Suite; Word, Excel, PowerPoint

Minimum Qualification Requirements   

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have:
    • 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
    • 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
    • 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

 NOTE: Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

New York City residency is generally required within 90 days of appointment.
