The Global Economy and Development program at Brookings aims to shape the policy debate on how to improve global economic cooperation and fight global poverty and sources of social stress. The program's research agenda is related to policies and trends affecting developing countries including global poverty, universal education, the global middle class, fragile states, globalization, inequality, foreign assistance and development effectiveness.

Position Location: This position is based in Brookings' Washington, DC office. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.

Operating status: Brookings eligible employees are currently authorized to work remotely but will be moving towards a hybrid plan later this year, which will require working both in the office and remotely. All vaccinated Brookings employees who wish to work from the office can do so. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.

Vaccine Policy: Brookings has made the safety of our staff and our surrounding community a top priority. As part of that commitment, Brookings recently announced that staff on Brookings campus this fall are required to be vaccinated against COVID-19. Brookings will require all staff and visitors to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

Responsibilities

The Development Officer is a member of a four-person development team and develops and implements strategies to raise funds and manage donor relations for the Global Economy and Development program (“Global”). Reporting to the Director of Development, and in coordination with the Global's Vice President, Global scholars, and the Central Development team, this Officer manages, prioritizes, and carries out the Global program's fundraising activities with a focus on grant writing, grant reporting, and institutional relations.

Fundraising and Donor Relations (60%)

  • Works in coordination with the program's Director of Development, Vice President, and scholars to identify, cultivate, and steward a portfolio of foundation and government grants.
  • Manages day-to-day fundraising operations within a portfolio of active grant-funded projects and prospective grant opportunities, as designated by the Director.
  • Identifies grant opportunities and researches new prospects for support; assesses the potential and capacity of existing and prospective donors.
  • Moves donors through the cultivation, solicitation, and stewardship process, including meeting personally with foundation representatives, identifying and arranging meetings with Brookings scholars, preparing talking points and briefings, managing correspondence, and serving as the primary contact for grant negotiations.
  • Writes and submits concept notes, capacity statements, and proposals, and supports scholars on assembling relevant proposal materials. Coordinates with scholars and edits documents to ensure high quality, readability, a consistent voice, and adherence to individual donor guidelines, interests, and programs.
  • Assembles proposal materials. Collaborates with colleagues in Global's finance team, the Institution's Central Development office, and from other research programs on fundraising efforts—including on grant budgeting and cross-program proposals.
  • Represents the Director at internal or external meetings, as requested.
Fundraising Support (35%)

  • Works with scholars and staff to draft and/or direct the production of grant reports and other deliverables necessary for effective donor stewardship.
  • Maintains complete files on fundraising activity in Raiser's Edge, including correspondence with donors, meeting notes, proposals, and background information. Maintains information relevant to the grant pipeline via Microsoft Excel.
  • Partners with Global scholars and program staff to track grant deliverables and manage grant modifications or special reporting needs; liaises with the funders if modifications or extensions are needed.
  • Participates in drafting public documents on the Global program, as well as other communications tools that are needed for effective outreach.
  • Participates in regular meetings with Central Development, Global's finance team, and others throughout Brookings to coordinate prospecting, fundraising activities, risk/compliance management and strategy.
  • Tracks global economic development issues as well as international philanthropic trends, reporting on how they may impact fundraising opportunities for Global.
  • Maintains an understanding of a broad array of research projects within Global.

Meeting Coordination (5%)

  • Schedules external meetings with foundation representatives, arranges room reservations and catering (when safe to hold in-person meetings and events), and coordinates event logistics and prepares materials—including for meetings that may be after regular business hours or off-site.

Education/Experience Requirements:

Bachelor's degree required. Master's degree preferred in international relations, development, or a related field. Minimum six years of relevant fundraising experience required (preferably within a think tank or international non-profit organization). Experience with grant writing, foundation relations, and management of 6-to-7 figure grants preferred. Must be authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

The successful candidate will share our passion for identifying solutions to international development, global poverty and economic issues. Familiarity with research-oriented work environments preferred. Superior oral and written communication skills required, including proven ability to conceive and write grant proposals and funder reports. Mastery of Microsoft Office (MS) Office Suite (MS Word, Excel, and Power Point) required; knowledge of Raiser's Edge a plus. Capacity to learn other types of software programs; familiarity with on-line research resources. Familiarity with budgeting or demonstrated capacity to learn. Experience with monitoring and evaluation processes, such as the development of results frameworks, desired. Must possess ability to handle multiple tasks and deadlines; ability to work well with others; initiative; discretion; mature judgment; entrepreneurial spirit; and professional demeanor and high level of comfort working with high-profile individuals.
