Fines and Fees Justice Center
The Fines & Fees Justice Center (FFJC) is a national center for advocacy, policy, information, and collaboration on effective solutions to the unjust and harmful imposition and enforcement of fines and fees in the criminal legal system. FFJC’s mission is to end abusive collection practices, eliminate fees in the criminal legal justice system, and make fines proportional to the offense and the individual. FFJC works with impacted communities, advocates, and justice system stakeholders to create an equitably-funded justice system that treats individuals fairly and ensures public safety.
Position Summary
The Chief Operating Officer (COO) will be charged with leading internal operations and overseeing core functions across the organization. In coordination with the Co-Directors, the COO will be responsible for implementing FFJC’s strategic vision by translating it into a sound operational plan. FFJC is a fiscally-sponsored project of New Venture Fund (NVF), and the COO will be responsible for overseeing all aspects of FFJC’s relationship with NVF. In partnership with NVF, the COO will lead the financial management of FFJC, from tracking the organization’s revenue and spend to projecting assets and financial needs. The COO will report to the Co-Directors and will supervise FFJC’s Operations and Grants Manager.
Leadership and Strategic Planning

Serve as the senior leader of FFJC’s
operations including its relationship with FFJC’s fiscal
sponsor, New Venture Fund (NVF)
Lead annual strategic planning
process for FFJC including establishing goals and operational plans
for our National and State teams
Develop a framework for measuring the
impact of the organization’s work
Financial Strategy and Operations

Support successful financial
management
Collaborate with NVF to support
FFJC’s human resources, including payroll and benefits
Collaborate with Co-Directors on
annual budgeting/forecasting including budgeting related to
grants
Review and manage spend against
budget including cash management and funder reporting
Fundraising Strategy and Support

Assist Co-Directors to develop plan
for fundraising including a strategy to diversify funder base while
systematizing process for potential funder communication and
follow-up
Manage process for developing
proposals, budgets, and reporting for grants
Information Technology/Internal Operations Process

Develop a plan and manage internal
team and external consultants to ensure FFJC’s technology and
processes support the impact goals and needs of the FFJC staff
Identify opportunities for process
design to support team collaboration while increasing
efficiency. In coordination with the Grants and Operations
Manager, lead the process redesign including gathering input,
documenting expectations, communications, implementation and
follow-up
Enhance utilization of Salesforce as
the organization's primary CRM - clarify expectations and support
team with use
Identify, procure and implement other
needed IT or non-technical resources.
Define and document processes related
to procurement, onboarding staff, office management and other
organization-wide needs, as identified
Talent Management/Culture-Building

Champion diversity, equity and
inclusion practices in management, leadership, and processes.
Forecast internal hiring needs,
manage hiring process, partner with internal hiring managers to
help them bring fresh talent into the organization
Define compensation structure; manage
review cycles and HR compliance to support recruitment and
retention of team members
Oversee internal communications
processes and strategy. Create and reinforce structures, processes,
and policies that support a multi-office and hybrid remote work
environment
In ongoing collaboration with staff,
identify professional development goals and training needs; procure
resources to meet those needs
Qualifications
-
At least 10 years’ professional
experience, ideally in the non-profit/social sector
Direct COO experience of comparable
size organization (budget of ~3-5 million) or direct report to COO
of a larger or growing organization (budget of ~7-10
million)
Experience working successfully with
people from diverse backgrounds
Highly effective project manager with
experience in process design and implementation
Strong collaborator and leader who is
also a team player willing to “roll-up their sleeves”
Passionate about the mission of
FFJC
Sense of humor
Experience in an advocacy-related
organization is a plus
Experience managing a team and
supporting an organization with a multi-city office structure and
hybrid virtual/in-person work environment a plus

Compensation
$140 - $165,000, depending on experience, with excellent benefits including 401k matching; 100% premium coverage for health care, and generous leave policy.
