Position: Director for Human Resources, Diversity and Inclusion will provide comprehensive oversight, planning and management of the human resources functions of LAFLA while pursuing the organization's core values and strategic commitment to attract, retain, advance and support a broadly diverse workforce of the highest level of excellence that thrives in a respectful, inclusive and equitable workplace culture. Reporting to the executive director, the successful applicant will be a highly motivated individual who will maintain and enhance the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

QUALIFICATIONS:
  • Bachelor’s degree in human resources or related field;
  • At least 7-10 years of increasing responsibility in human resources and administrative areas, preferably in a unionized, non-profit environment;
  • Experience as a member of senior management;
  • Humanistic approach to management;
  • Knowledge of human resources computer software required;
  • Excellent time management and organizational skills, and attention to detail; and
  • Excellent written and oral communication skills.

 

PRIMARY RESPONSIBILITIES :
  • Directs the activities of the Human Resources department, including supervising the Human Resources Coordinator and Administrative Coordinator;
  • Oversee, monitor and develop (as necessary) comprehensive HR strategies, policies and practices that support the organization's goals and needs, and that create a diverse, respectful, welcoming and inclusive work environment for all employees.
  •  In partnership with management, lead strategic thinking and planning related to organizational development and structure.
  • Oversee and coordinate administrative staff recruiting and selection process, with special emphasis on expanding the recruiting network to attract a diverse pool of candidates of the highest caliber. Design and implement strategies and protocols to build the capacity of all departments to interview, hire and retain a broadly diverse work force. Monitor compensation and benefits to ensure equitable treatment and industry alignment.
  • Design and implement strategies, including ongoing education and training programs, to build the capacity of staff to work effectively, respectfully and equitably across race, ethnicity, sexual orientation, gender, gender orientation and expression and other social identities and diversity segments.
  • Work closely with legal and administrative leadership to implement effective staff orientation and on-boarding programs, in addition to coaching, counseling and training/professional development opportunities.
  • Oversee a system of regular staff evaluation, provide guidance and training to supervisors to enhance effectiveness of evaluation process. Advise managers and supervisors on progressive discipline and performance improvement processes as appropriate. Conduct investigations when employee complaints or concerns are brought forth. Keep senior leadership and executive team informed of significant issues that emerge and advise on addressing them.
  • Create strategies that encourage team building and increase communication across administrative departments and between administration and legal areas. Develop and implement strategies for demonstrating employee value and appreciation. Monitor organization's culture to ensure that it supports the LAFLA’s values and goals.
  • Lead LAFLA compliance with federal, state and local legal requirements (EEO, ADA, FMLA, ERISA, OSHA, etc.)
  • Keep job knowledge up to date by participating in industry-related organizations and conferences, and maintaining and expanding professional networks.
  • With the assistance of the CFO, recommend and obtain cost-effective employee benefits, monitor national benefits environment for options and cost savings.
  • Oversee benefit orientations and training as needed.
  • Develops, drafts and after appropriate approval, implements personnel policies;
  • Responsible for salary administration;
  • Responsible for organizing and implementing systems in accordance with established personnel policies and procedures, including performance evaluations, salary increases and other personnel functions;
  • Provide support and guidance to managers and administrators in the areas of compensation, HR compliance, record-keeping and general HR related inquiries;
  • Helps to ensure that leadership and employees are informed of HR policies and practices, LAFLA programs and policies, and proposed changes that will affect their employees and/or their operation’s effectiveness;
  • Assist in the development, implementation and communication of company policies and procedures and establish and maintain favorable employee relations with employees at all levels;
  • Develop and implement organization-wide orientation program, with explanatory materials, including personnel handbook;
  • Ensure that the staff is trained on legally required issues, g., sexual harassment, drug-free workplace; serve as resource for external training opportunities;
  • Partner with directors to determine recruitment strategies and proactively identify cost effective recruitment sources and programs;
  • Assist managers with the recruitment, interviewing, and selection processes and conducts exit interviews as part of resignations and terminations;
  • Administer Foundation benefits including multiple health plans, disability, worker’s compensation, FMLA, COBRA, 403 (b) Tax Sheltered Annuity plan and 125 Tax Reimbursement Account.  Ensures compliance with current tax laws;
  • Handle labor-management relations, including responses to Union requests, preparation for collective bargaining, compliance with Collective Bargaining Agreement, and response to employee grievances;
  • Completion of other tasks as assigned by the Executive Director.
