Director - Office of Diversity and Inclusion

The Director of the House Office of Diversity and Inclusion (ODI) leads a bipartisan staff of 7 in the effort to create and maintain a diverse, inclusive, and belonging workforce in the U.S. House of Representatives. The Director is the primary point of contact for House leadership, Member, and Committee offices on ways to make the House community more reflective of the diversity seen across the nation. The mission of ODI is to assist Member offices in hiring and retaining a diverse workforce by providing candidates for open positions with the resources needed to be competitive for House opportunities. ODI ensures House Offices have access to the broadest possible pool of talent, resources, and perspectives necessary to meet our nation’s growing challenges, while reflecting the rapidly changing demographics of the American people.

The House Office of Diversity and Inclusion will provide positive impact to the U.S. House of Representatives by cultivating, building, and sustaining a diverse and inclusive workplace. The Office will accomplish these goals by advancing the business case for diversity and inclusion and leveraging these values to the benefit of House Offices, specifically, and the U.S. House of Representatives, in general. The impact of this critical work will be the following:

  • cultivation of a diverse workforce and a workplace that is equipped to embrace and maximize the benefits of staff diversity,
  • creation of a workplace that encourages the development and exchange of diverse viewpoints and perspectives, and
  • advancement of a business case for diversity, equity, and inclusion in the House – one that supports House Offices as they embrace these principles as operational, policy, and legislative assets.

 

The Director is responsible for implementing the House diversity plan, including policies on recruitment, retention, and development of a dynamic diverse workforce. Efforts will include, but not be limited to, providing resources and support to House employing offices in the areas of diversity and inclusion strategies, including recruitment, performance management, leadership development, and staff engagement.

The Director, with a team servicing Members and potential job candidates, drives diversity programs in partnership with various stakeholders across the House and serves as a subject matter expert and liaison to House offices.

The Director leads, with the support of the Research and Data Analyst, the execution of diversity surveys to measure compensation and demographics of and barriers to the House population and identify, build, and sustain, internal and external partnerships to support diversity and inclusion projects, plans, and initiatives.

Key Responsibilities

  • Acting as ODI’s principal liaison for all official matters; maintaining a good working relationship with the Members, staff, stakeholders, and House leadership
  • Setting and overseeing the administration of office goals, policies, and procedures and maintaining responsibility for all personnel matters including hiring, salary, and disciplinary decisions
  • Implementing and managing the ODI Diversity Plan
  • Overseeing the office budget
  • Coordinating and supervising the efforts of all ODI staffers. including the Operations Manager, Communications Manager, Professional Staffers, and the Deputy Director
  • Through surveys and reports, review salaries and benefits of all House employees against their Executive branch and private sector counterparts
  • Implement House-wide data collection, analysis and reporting processes to assess employee composition
  • Conduct Diversity and Inclusion Barrier Analysis to identify whether there are pay and opportunity disparities across key demographics and to determine the barriers to eliminating those disparities
  • Provide recruitment, hiring, and development resources in support of diverse candidates
  • Provide consultative and advisory support for House Offices related to diversity, equity, and inclusion through educating House Offices on the importance of creating diverse interview panels and leveraging those panels to increase office diversity
  • Engaging and training leadership in understanding and implementing sustainable diversity and inclusion strategies
  • Collaborate with House Officers, Congressional Staff organizations, and other House offices to produce programing for both on the Hill and off the Hill audiences
  • Be the primary point of contact for the Diversity Taskforce and other advisory groups in the House

 

Qualifications

  • Management experience in hiring and supervising junior-senior level professionals
  • Experience managing an office budget that provides staff salaries, office equipment, contracting services, and more
  • A graduate degree or higher
  • Seasoned professional in creating and maintaining relationships with senior level officials
  • Active collaborator, providing DEIB insights for House offices
  • Experience with program management and implementation
  • Experience with computers and working knowledge of Word, Excel, PowerPoint, and social media.
  • Extensive experience handling multiple projects from ideation to final delivery
  • Excellent written skills
  • Knowledge of theory, concepts, and practical application of DEIB initiatives
  • Customer-service orientation and ability to work harmoniously with a diverse team
