Job Description:
SUMMARY:
The Temporary Grant Program Administrator oversees Cal Water's efforts to secure state and federal grants, with an emphasis on securing funding for projects that will jointly increase water supply reliability during droughts and contribute to long-term water supply reliability. The Grant Program Administrator is responsible for identifying grant opportunities that align with Cal Water's needs, goals, and objectives as well as grant proposal planning, development, writing, submittal and management. The position provides necessary project management support including compliance with the requirement of awarded grants.
The Grant Program Administrator is a member of the Water Resource Sustainability Department, reporting to the Research, Analytics, and Reporting Manager. This position can be located at any major California office.
ESSENTIAL FUNCTIONS:
- Participates in grant program strategic planning efforts
including the identification of goals and priorities, establishment
of program milestones, and development of planning tools to track
progress
- Leads cross-functional teams to achieve collective program
objectives
- Prepares written and verbal reports on program
activities;
- Completes program budget analysis, preparation, and
forecasting;
- Monitors State, Federal, and other agencies for potential grant
opportunities
- Plans and conducts meetings with staff regarding upcoming grant
opportunities, timeframes for applications, and provides
recommendations for improving the effectiveness and efficiency of
the grant administration process
- Oversees, plans, and coordinates the development of proposals
with management staff, consultants, and other service
providers
- Develops and maintains effective working relationships with
state, federal, and other public sector organizations, private
consultants, foundations, and the public
- Works closely with other utilities, local agencies, regulators,
and partners on developing and managing grant proposals and
awards
- Prepares and manages all regulatory and required program
reporting to ensure compliance
- Prepares and submits required information to facilitate timely
cost-reimbursement
- Negotiates and develops contracts and agreements;
- Resolves any contractual or program issues involved in securing
and complying with grants
- Writes, analyzes, and evaluates technical reports and
publications;
- Attends and represents Cal Water at meetings and industry
workshops
- Assists in the development of public-facing reports and
presentations to employees, outside agencies, committees,
commissions, boards, community groups, and the public
- Other duties may be assigned to fulfill business operational
needs and objectives
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Engineering, Public Administration,
Business Administration, Finance, Accounting, Economics, or related
field and/or equivalent relevant experience
- Three (3) years of experience in preparing and administrating
grants and loans;
- Demonstrated project management skills, with Project Management
Professional (PMP) certification, or equivalent,
preferred
- Highly proficient in personal computer skills including the use
of Microsoft Office applications
- Valid California Driver License
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of principles, practices, and techniques of grant
development and administration including contract monitoring and
financial/program reporting; Knowledge of generally accepted grant
administration standards;
- Knowledge of practices, methods, and techniques for effective
grant proposal writing;
- Experience negotiating and developing contracts;
- Experience managing cross-functional teams to implement
projects and programs;
- Strong problem solving, quantitative, and analytical
abilities;
- Ability to collect, analyze, compile and interpret economic,
technical, and statistical data;
- Experience making decisions and organizing work to adapt to
changing needs in dynamic and high-pressure situations;
- Ability to use logical and creative thought processes to
develop solutions according to written specifications and/or verbal
instructions;
- Ability to use initiative and independent judgement within
established guidelines;
- Understanding of and experience using analytical concepts and
strategic planning to develop actionable
recommendations;
- Exceptional ability to communicate new information effectively,
both verbally and in writing, in a tactful and persuasive
manner;
- Excellent interpersonal skills, enthusiasm, and commitment to
outstanding customer service;
- Operates a computer and office-related equipment to fulfill job
responsibilities.
Salary Range: $62,700 - $131,400
