ABOUT THE CAMPAIGN FINANCE BOARD

The CFB oversees New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is a centerpiece of this progress.

We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.

JOB DESCRIPTION

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks a high performing, committed individual to serve as the First Deputy Executive Director. As a crucial member of the CFB team the First Deputy Executive Director will directly impact the agency’s mission.

The successful candidate will report directly to the Executive Director (ED) and will have specific expertise and knowledge around campaign finance programs and small dollar matching programs and voting and elections. The successful candidate will work with the ED and those in CFB leadership to design, plan, and implement strategic initiatives for the mission and vision for the CFB. The First Deputy Executive Director will, in consultation with the ED, be responsible for the management, development, and strategic growth of CFB in accordance with the Strategic Plan.


The First Deputy Executive Director role is to maintain a high-level agency-wide perspective while simultaneously implementing the mission and vision of CFB and moving the organization forward under the Strategic Plan. Responsibilities include, but are not limited to:

  • Planning, directing, supervising, and coordinating the activities of the divisions of the CFB in alignment with the mission and vision of the organization and to move the divisions of CFB forward under the Strategic Plan;
  • Evaluating and recommending policy and procedural changes in alignment with the Strategic Plan and the vision and mission of the organization for the improvement of services provided by the divisions of the CFB;
  • Advising and assisting the ED in the formulation of policies, plans, and programs in alignment with the Strategic Plan and the mission and vision of the CFB;
  • Overseeing and consulting with the ED and other managerial staff, as necessary, regarding administrative functions such as budgeting, financial processing and oversight, personnel administration, contract administration, information management, space planning, etc.

 

PREFERRED SKILLS

  • Fifteen years of satisfactory, full-time progressively responsible administrative experience requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work, ten years of which must have been in a supervisory, administrative, managerial or executive capacity and with five of those ten years of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business, law, or public administration, business analysis, computer science, economics, finance, fiscal or economic management or research, statistics, or a closely related field; Experience in government (New York City government a plus).
  • Willingness to run in the background of the ED to support and facilitate the ED’s vision while ensuring the ED’s needs, and any issues present are addressed quickly.
  • Experience with administering or knowledge of campaign finance programs and small dollar matching program(s).
  • Experience with or knowledge of voting and elections law.
  • Project management experience.
  • Flexibility, patience, a thick skin, and ability to maintain a positive outlook, and doggedly make progress, regardless of the frustrations.

  • Demonstrated ability to juggle multiple high-priority projects and work effectively cross broad mandates and constituencies;
  • Demonstrated management and leadership experience with different stakeholders and broad constituencies;
  • Demonstrated experience working with and within government agency;
  • Demonstrated interest in public service;
  • Excellent analytical skills, good reasoning abilities, and execution of sound judgments;
  • Strong problem solving, writing, oral, and organizational skills; and
  • Ability to maintain a high level of confidentiality.

 

MINIMUM QUALIFICATIONS

 

  1. A baccalaureate degree from an accredited college or its educational equivalent and two years of satisfactory, full-time progressively responsible administrative experience requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work, 18 months of which must have been in a supervisory, administrative, managerial, or executive capacity; or
  2. Education and/or experience which is equivalent to "1" above. However, all candidates must possess the 18 months of supervisory, administrative, managerial, or executive experience as described above. Education may be substituted for the general clerical-administrative experience (but not for the supervisory, administrative, managerial, or executive experience described in "1" above) at a rate of 2 years of graduate study substituting for 2 years of experience.
